An underlying foundation
More than storage. More than one tool.
Information can be stored and still be difficult to use. Its identifiers may not align. Its structure may vary between providers. Its context may be missing when it reaches another system.
Data infrastructure addresses those underlying conditions. It connects what information describes, how it is organised, what surrounds it and how consuming systems can reach it.

04 / Fragmentation
The problem underneath
Fragmentation is not solved by moving data alone.
When information crosses systems, its values need an intelligible relationship to the objects and concepts they describe. Without that layer, integration can reproduce ambiguity in a new location.
DDI constructs data infrastructure at this underlying level: making complex information more reliable, structured, discoverable and usable by consuming systems.
